submit

Start a turn when the session is idle.

text is required, non-blank, and at most 2 MiB of UTF-8. attachments is optional.

Started includes a new turn id. Rejected is a result, not a transport error, and does not queue the text.

A busy session is rejected with reason code busy.

The shared error object has code, message, and delivery. delivery is not_sent or unknown. A rejected turn disposition is a result, described on the turns page.
